To streamline the process for out-of-state or retired practitioners to provide vital health care services in West Virginia during the COVID-19 pandemic, both the West Virginia Board of Medicine and West Virginia Board of Osteopathic Medicine have established procedures for emergency temporary permits.

West Virginia Board of Medicine

The following practitioners are eligible to register to provide emergency medical services, including telemedicine services, in West Virginia:

  • Physicians and physician assistants who hold a valid, unrestricted medical license that is in good standing in another state; and
  • Physicians and physician assistants who are inactive or retired from the practice of medicine in West Virginia if certain requirements are met, including that they have participated in the active clinical practice within the last 5 years and are in good standing in West Virginia and any other state in which they have been licensed.

Eligible practitioners in bordering states that treat West Virginia patients may obtain an emergency registration to conduct routine patient encounters with their WV patients via telehealth technologies.

Once the current state of emergency ends, all registrations will terminate. More information on the registration process can be found at https://wvbom.wv.gov/Outofstateandretired.asp.

West Virginia Board of Osteopathic Medicine

The following osteopathic practitioners are eligible to register to provide emergency medical services, including telemedicine services, in West Virginia:

  • Doctors of osteopathic medicine and physician assistants who hold a valid, unrestricted osteopathic medical license that is in good standing in another state; and
  • Doctors of osteopathic medicine and physician assistants who are now retired or on inactive status in West Virginia, if their license was not previously revoked.

Emergency temporary permits with the West Virginia Board of Osteopathic Medicine will remain valid until terminated by the Board or until the state of emergency ends, whichever occurs first.

The emergency temporary permit application for an osteopathic physician can be found at https://www.wvbdosteo.org/licensing/do/apply/temp/. The application for physician assistants can be found at https://www.wvbdosteo.org/licensing/pa/apply/temp/.
